I don't have a very good camera so Iwill discribe detail it is a button with a man standing pointing to the west under him it says P.O.D.

With what I can see..faint details...It appears to be off possibly a firefighters uniform...Check out this site and see if possibly you can send them a photo and they can identify it for you..
