what is it???

i didnt actually find this detecting, but my dad said he found it at some dump site once. it reads: SAVE OUR PENNIES TO MAKE DOLLARS, i think.

any ideas??

sure:

diameter- about 2 3/4 inches
from the top of the loop to the bottom of the circle- about 3 1/2 inches

It used to have a back and it is a little bank from the mid 1900's.
