STEVER, What you have located is a "QUILTERS SHEATH" It was used from the late 1700's to around the Mid 1900's. Hard to date yours without having it in hand. The sheath was used by ladies/gentlemen making quilts. The numbers represent the size of needles used/size of thread and number of stitches to use in each square according to the size of the quilt...Hope this helps a little...PAPPY
P.S. It also held a piece of cloth which held the needles
