Found this today dont have a clue what it is.

STEVER, I'm pretty sure what it is but I would like for you to tell me what is imprinted on it...Can't quiet make it out.......PAPPY

The top says "Number of Needles..... Thread

The Bottom says ? - 70" - 90
?- 90" - 150
100- 150" - 300

Default Quilting Sheath

STEVER, What you have located is a "QUILTERS SHEATH" It was used from the late 1700's to around the Mid 1900's. Hard to date yours without having it in hand. The sheath was used by ladies/gentlemen making quilts. The numbers represent the size of needles used/size of thread and number of stitches to use in each square according to the size of the quilt...Hope this helps a little...PAPPY

P.S. It also held a piece of cloth which held the needles
