Question Strange Knife

Here's one for ya', Pappy... I found this, still in it's original box, in my basement, a few years back.
It's...

It was made in Japan... and yes, I'm ready for the Frog Holder Downer comments.
Anything you can tell me about it would be greatly appreciated, as I haven't been able to find any info.

After a night on the town is when you'd probably be most likely to use the Frog Holder Downer feature... although I can't imagine why you would want to hold the frog down.
