Some kind of gear???
Found this what-do-yah-call-it in a school yard by a side door entrance. It has a small spring and some inside gears. As you can see you can press down on it also. I assume some kind of internal gozmo for something?

Looks like a cord lock. Maybe off a jacket or gym bag.
