YEP, I believe it to be off a dart also.

could be a pen band between the parts on an old fountain pen? The dart idea might be darts were once wood with a metal pin could have been used to strenth the end where the pin went?

it is slightly tapered like a pen or a dart would be. There were some remnants of wood inside the cylinder.
