I would be willing to bet it's a Police button. I have a CW period (actually 1870's) button with "CP" on it for Charleston Police in S. Carolina. Did you see a pic of the back mark?

CHIEF, I would also think that it is a Leominister Mass Police Button by Waterbury. Very destinctive in it's block lettering, such as Waterbury has. The one pictured is a newer item but basically the same....Wish I could help more.....PAPPY
