pappy I identified the brass piece, its not a hand cannon after all
A guy on the treasure depot , relic forum posted a picture of his recent find and it is a flag holder!!! The raised bar is where it was belt mounted to the rider and the "touchhole" was actually a screw hold to secure the wooden flag shaft to the holder. Its definitely civil war era tho.
