Another one Pappy

This was found hunting a bottle dump Saturday. It is a relief of a Federal Building (?) that is carved in negative. It is hard plastic. I was thinking wax stamp, but what was it used for??

HJ, I'm pretty sure that it is a LETTERHEAD STAMP for the Federal Building. Used on all official letterheads published by the Government...PAPPY

I was thinking a stamp was possible myself, but the building and lettering are recessed into the face of the item. When pressed against something soft it would leave the image raised above the surface of the material pressed. On the opposite side the image could not touch the paper. Its kinda strange.......

what gives it away that it is indeed a stamp is that the lettering is backwards so when pressed on said object . mirror image is made ..
