Thats what I thought at first glance. Then it was patent 1896.
Window weights are pretty standard and very heavy.

And the winner is..................tent peg tightener. This is used on the lines when tightening them. The line slides through and loops around the hook on the peg then this device slides up the line and makes it taut.
