Badge/Medal What is it?

I found this while out detecting today and was wondering if you or someone else here might be able to tell me what it is. It is 1 and 3/4 inches from each point. It is 5/8oz and appears to be maybe copper or brass. The one side has numerous symbols that can probably be seen from the pic. The other side seems to show a couple standing, and two children kneeling between them and there are other items I have been unable to make out as well as lettering in the circle around the scene. Any help is much appreciated.

It appears to be a "STATE SEAL" Badge of some sort. Sure wish you could make out the lettering around it. I'll help in any way I can to identify it.

I got time to do a little research and after cleaning this thing up some I found out is a badge/medal of the Grand Army of the Republic. I have the bottom portion but need to go back and find the top which is an eagle sitting on a cannon and the two were attached by an American flag type ribbon. I would like to be able to find the date on it though. I know the group was organized in 1866 after the war for Southern Independence as a group where Union soldiers could come together. How a Yankee piece got down here is something else for research.
