Is this a Whistle Chain?

I found it not far from one of Patton’s Camps in the CA desert but it might be a Boy Scout chain. It has what look arrowheads on some of the links and looks like it was silver plated.

ANT, It appears to be a watch chain. The circular clip end would have gone around the watch and the other (dog chain clip) would have gone around the belt....PAPPY
