Hat Badge?

I think one of the buttons is a Hat Badge, it was in a fire. It has what looks like a double headed eagle with 3 zeros below that and at the top it had 1887 but I broke off part of the 1in the 18 but if you look close you can still see it. You can see on the back where I tried but failed to glue the piece back on using supper glue.
I found this not far from the Mormon Trail in San Bernardino County, CA, I think it might be Spanish. It came from the area that this safe key. I use a water and bar soap solution so that the detail can be seen better. As it is its the same size as a quarter. It has writing around the edge but I can't make it out and it has folding tab in the back.

ANT, I think what you have found is a type of FATERNAL pin. Pin's during that time were made with the fold over clip to be worn on the lapel. I'll try to look into it further for you yet today....PAPPY
