Question Odd Find In NC

Hello Pappy ... this is a piece that my hunting partner dug a couple of years ago and has never been able to ID. It is made like a very large button that is made in two pieces. The centerpiece or top piece looks like a winged dragon and it is made to rotate around on the second piece or main piece which has some type of symbols around the edge. The piece is somewhat larger than a silver dollar coin. The piece was very hard to see even after cleaning so I put a little olive oil on it in hopes that the photos would show up better. I hope that you or some of your viewers can help us out with this one. Thanks for the effort!!

Here is what I think it close to being..
Winged Dragon Serpent Buttons: Each silver metal, vintage button has a diameter of about .75". Non-magnetic. Two piece construction. Self shank. You are buying a lot of 24. All excellent condition. Price: $8.00

I believe he told me that he found it in the yard of an old house where he used to live. We both live in Eastern NC in an area that is mostly farms, timber, and somewhat large bodies of water: ex. Albemarle Sound, Alligator River, etc. The area was first settled in the 1700's and is about 30 miles from the area where Sir Walter Raleigh started the first English settlement in America. Again, thanks for any light you are able to shed on any of the articles folks like me bring before you.
