I think Leo has it correct. I've always read those provisions to mean the archeologist would probably extend permission to academia, but not to hobbyists, or anyone who is digging up stuff for potential monetary gain. That being said, I've never tried. Heck, maybe the SA has a pile of permits he hands out to whoever asks for them!

I would assume if you were going to ask permission to hunt an area, it would automatically go with out saying that anything you found would go to the state historicial society & or some museum as it came from protected property. I know we are all after the big find, but if I happen to be lucky enough to get to hunt on protected property, I won't have any objections to donating what I found as long as I got to take some pictures of the finds & or got credit for the finds especially if there were going on display some where, but that's just me.
