It's part of a Crinoid for sure. It's what is called the "hold fast" which is where the Crinoid was attached to a rock or deep sand. I work with the Indiana DNR at the Falls of the Ohio state park in Clarksville, Indiana which is the site of the largest exposed devonian fossil bed in the world. If you are ever in the area I would strongly suggest that you stop by, it's a very neat place. I hope this help in the ID. Take care and HH!

...don't understand a bit of the technical jargon...but it is a VERY cool fossil!
