Looks to be one of many varieties of the clasic regulation 1851 pattern belt plate.Cheak western and eastern Treasures mag.April 2008 page 23.

If you look on the back of your plate, you should see a bent-over "tongue" on the right side as this is pictured(if yours didn't get broken off). The piece that I have photoed would have clipped onto that, giving it the ability to accept the belt on both sides( I think that's how it works). But, your plate is complete, and a great find!

Default Buckle

DAN, You need to go back to the spot you found your buckle and look around for the rest of it...Let me explain...You have a 1851 U.S.CONTRACT ISSUE BUCKLE. It is brass but if you look at it closely you will see an imprint below the eagle and around up to its wing tips where another piece used to be. The piece missing is called the wreath and it was made of solid silver. It was applied after the buckle was made. I'll see if I can get you a pic. and post it so you will know what I mean.
