That's not really an indicator of rarity. It is just that not all collectors care to have their mavericks listed. I have never figured out their logic as it seems to me that a maverick with a good attribution is worth more than one that remains in the unknown category.
The Token and Medal Society has about 17,000 mavericks listed, the National Token Collectors Association has nearly 5,000, and there are probably another 5,000 listed in some defunct or smaller lists. It has been estimated that there are 250,000 maverick token types in existance, so there is a lot left.
Many mavericks, like this one, are almost impossible to attribute. For the most part, the business directories list business owners, rather than the name of the business. The "queen" is not as popular a name for a saloon / pool hall / cigar store as the "pastime", but there were possibly hundreds of places named the Queen across the continent. Proving that it was a particular one is tough! Finding a bag of them in the basement of a building that once housed the Queen Saloon would probably be what it takes for a good proof.
