Default V Nickel, A wheatie, and a Token

I had a little luck today.
Emmerson was elected Sec. of state in Il. in 1916. Anybody know what the slogan on the flip side means?

Maybe the slogan has something to do with blood donation or something along those lines? I don't know when the USA really got into collecting blood. But in 1917 we where still involved in WW I.

Just a thought.........
