Default brass hiking boot

The brass boot seems to be some sort of cub scout charm-Im having a hard time dating it-thought it was the monopoly shoe at first-but it
has a hole in it for a necklass.I am having a hard time sticking a date on it.There are no identifiable markings. All the wheats came in a pocket spill.
