Default What the #^$%% is this thing?

Got out for a little while today... found a little clad... also found a little tiny turtle! Not sure how he got where he was (I was next to water, but he was 50 feet from the bank, under a tree, on his back...) the gf loves him, and he's in an aquarium now - happy lil' turtle...

But... I also found this head-scratcher... anyone have a clue? I think the writing on it is in some kind of Arabic... and I'm pretty sure it's silver... the rest is copper... It was all knarled up - I flattened it out to scan it... not sure how it was originally fashioned, but it's flat now!

So, any ideas, or if anyone knows Arabic...
