Question That ain't a seal...it's an eagle

I found this "Great Seal Of The United States" screwback pin in the springtime and just got around to cleaning it. It was found beneath a clothesline that had already coughed up a walking liberty half....and I was sure this was a second one....psyche.

Any idea as to age....and is it military issue? I know nothing of such things. The screw is missing from the back, and the post is bent a bit. I believe it could be straightened, but I don't have the "wheel" anyway.
