Unusual Clad Find Has Me Stumped

Wild guess but by where the holes are drilled it looks like they were going to be cut out with a jewelers saw for a necklace. I do a lot of scroll saw work and that is my guess. The thing that throws me is the half piece. Maybe to make a little different design than on coin face?

That's a mystery. If they were in fact going about making a necklace, they picked a strange way to do it. My long-shot guess is a kid who was playing around in his dad's workshop. I used to make some weird, pointless things out of scraps and glue that would have baffled anyone.
